How our organisation is set up
We have designed our organisation so we can meet the new expectations for Integrated Care Boards (ICBs). To do this well, we need clear purpose, strong leadership and high standards, working in a bold and focused way.
Why our structure matters
We want to:
- set high standards for ourselves
- focus on what matters most for local people
- make changes that are big enough to meet the challenges we face.
To achieve this, we need clear goals and strong teamwork. We also need to work in a joined‑up way, not in separate silos.
Our five main teams
We have five main teams. Each team has a clear role. They work closely together and share responsibility for results.
Neighbourhood Health, Place and Partnerships
This team leads our work with local areas. It:
- works with local providers, councils, partners and communities
- helps design care that is closer to where people live
- supports partners to work together
- helps make care more joined up and more efficient.
Strategy, Planning and Evaluation
This team helps us make good decisions. It:
- helps us choose the right priorities
- makes sure decisions are based on evidence and local need
- supports planning and business cases
- checks if our work is delivering the benefits we expect
- helps us decide what to grow, change or stop.
Clinical Directorate
This team provides clinical leadership. It focuses on:
- Total Quality Management — making sure quality, safety and improvement are built into all our work.
- Utilisation Management — making sure care is used in the right way, reducing unfair differences, and using resources where they help patients most.
Resources
This team makes sure we use our money and other assets well. It:
- manages contracts and procurement
- looks after our buildings and spaces
- supports both long‑term and day‑to‑day finance
- provides clear and open information about how we use resources
- helps keep the organisation financially sustainable.
Organisational Development, Assurance and Delivery Support
This team focuses on how we work as an organisation. It:
- supports staff development and learning
- helps build and protect our culture and values
- tracks delivery against our plans
- provides assurance that we are doing what we said we would do
- helps us keep good performance over time.
How the teams work together
All five teams work together to achieve their objectives.
For major programmes of work, we will:
- appoint a clear senior responsible owner (SRO)
- give them responsibility for outcomes
- support them to coordinate work across several teams.
This approach reflects best practice in system leadership. Complex change needs shared ownership, clear accountability and strong coordination.
