As Director of Strategic Planning and Commissioning, Elizabeth is developing the ICB’s role as a strategic commissioner, making sure that commissioning plans help to improve population health, reflect national policy and local priorities, and are evidence-based. Her role oversees the full commissioning cycle, from planning services through to monitoring and evaluating their impact.
Most recently, Elizabeth was the Chief Transformation Officer for Staffordshire and Stoke ICB, leading on joint working with local authorities, mental health, learning disability and neurodiversity, children and young people, frailty, end of life care, long term conditions and neighbourhood services commissioning.
Beginning her career as an NHS graduate management trainee, Elizabeth has held Executive and Board-level roles in the UK and New Zealand with a focus on quality improvement, population health, operational management and commissioning. Previous roles include that of Chief Operating Officer and Place Director, and subsequently Executive Director of Operations at Hertfordshire and West Essex ICB.
Elizabeth is passionate about quality and is a trained Quality Improvement Adviser. She has completed a PhD on the factors affecting partnership working between health and care organisations.
